The Relationship Between the Public Libraries Act and Municipal Act, and its Impact on Public Library Boards

Building on his amazing session from the 2015 conference, Mr. Carter will bring us his extensive knowledge of governance and the legal obligations of board.

Join Terrance S. Carter for a presentation to review the difficult issues for members of public library boards arising from the Public Libraries Act and Municipal Act, 2001 and how to effectively resolve them. This presentation will build upon the presentation made on January 31, 2015, on THE DUTIES AND LIABILITIES OF DIRECTORS AND OFFICERS OF PUBLIC LIBRARY BOARDS, and will examine issues for members of public library boards specific to their role under the Public Libraries Act and the Municipal Act, 2001.

Some examples of issues include:

  • What is a public library board?
  • What is the relationship of the public library board with the municipality?
  • What authority does a municipality have over a public library board under the Municipal Act, 2001?
  • What is the role of the chief executive officer of a public library board as well as their relationship with the board of directors?
  • How is conflict of interest to be addressed?
