Bill Winegard
An urban planner by trade, Bill worked many years for the Ontario government, mostly in Sudbury, before becoming Chief Administrative Officer in Gravenhurst then in Caledon. In both municipalities, he worked with – and the municipality provided administrative support to – the public library administration.
Since becoming an OMERS early pensioner in 2003, in addition to various management consulting assignments among small municipalities, he has been the part-time executive director of MROO (Municipal Retirees Organization Ontario). Incorporated in 1977, MROO speaks on behalf of all OMERS retirees, nominates retiree representatives to the OMERS Boards, and provides information and services to MROO’s 20,000 members across Ontario.
In 2009, Bill and Phil Hollins, with the support of OMERS staff, developed a very successful and much-needed program of retirement planning seminars for soon-to-retire employees in the local government sector. Through secondary sources and surveys of MROO members, Bill also conducts research into retirement trends and issues
